An Empirical Study On The Relationship Between Costs And Social Costs Of Technological Learning

In the new period,Establishing reasonable and effective use of industrial technology policy is an important function of Governments at all levels.Effective industrial technology policy can promote product innovation and process innovation,Raising the level of technological learning in industry,Now the government and enterprises all recognize the importance of industrial technology policy for industry development.More and more people begin to explore that the government should from which respect to make policy of industrial technology,In order to promote the industry developing better and faster.This article cuts from the perspective of technological learning costs,Based on analysis the industrial technology policy of Hunan machinery industry, Discussing the relationship between the Technology learning social cost and the enterprise cost.In an effort to provide theoretical help in judge the effect of the government industrial technology policy.This paper argues that a country’s technological learning social costs can affect the overall level of industrial technology learning in this country,When the government established a perfect infrastructure, carry out a series of basic research and develop a lot of technical policies which is good for industrial development,the enterprises will be more easier for technological learning,And paid to study cost will be reduced correspondingly.This article adopts the theory system of professor hongwei liu,As well as the his definition of the connotation for the cost of technological learning,As an example of Hunan machinery industry to launch the analysis. includes literature review and theoretical analysis 、 To comb and summarize industrial technology policy 、 Research design and Assuming 、 The empirical results and discussion。This paper from the annual reports of listed companies in hunan machinery industry、 Taian database to collect data, Using the stata12.0 to measured data analysis, linear analysis firstly, then is regression analysis, concluded the empirical results finally 。 The results show that :( 1) There is significantly negative correlation between direct government subsidies and enterprise technological learning cost,and the direct government subsidies has a lag influence exist。(2)There is negative correlation between the government tax return and technological learning enterprise cost, But the relationship is not significant 。( 3) There is significantly negative correlation between government r&d funding and technological learning costs, and r&d funding exist a lag effect 。( 4) There is negative correlation between technological learning social costs and enterprise cost,it means they are offset from each other.
