Since ancient times, agriculture is always closely related to the rise and fall,political stability and social harmony of a country. As one of the greatest agricultural countries in the world, agricultural problem is particularly important for us.Obviously, the most fundamental and core issue is the problem of the rural land system. It has become the intersection to every economic entity in the market economy.Since the reforming and opening up, the household contract responsibility system has overcome the model of the centralized labor and centralized management called "big pot" in the past. It greatly improves enthusiasm of the farmers and releases the rural productive forces. In the past thirty years, the household contract responsibility system has played an important role in ensuring the development of rural economic and social stability in China. However, with the continuous development of market economy, the reform of rural land system is no longer the leader of the reform of economic system and even become the bottleneck of the economic system reform of our country.We know these, and we should know why. To analyze the reforming problem of rural land contract management rights transfer system,we should study from the perspective of institutional changes. This article aims at institutional change theory,and studies on the evolution and path of China’s rural land contracting right of management circulation system. It also concentrate on the main factors that affects the institutional changes, supporting system factors, path dependence factors and so on. From the supply of institutional change-- the demand of innovation system of the circulation of rural land contracted management right, it gives some innovation paths and suggestions for the improvement.
