Agricultural Development Bank of China is China’s only agricultural policybank under the leadership of the State Council, founded in1994November. The mainresponsibility is based on the national credit, to raise funds, to undertake the state’sagricultural policy financial business, services for the development of agriculture andrural economy. As a branch, Baishan branch give full play to the role of creditsupporting agriculture, for the local agricultural development and food security hasmade great contribution. But the company is facing a series of problems, on thebusiness structure, mainly composed of two parts: policy business and commercialbusiness structure, and the proportion of political business is relatively large; ondevelopment status, because located in the marketing area, the grain yield is low, thepolitical business development is limited. At the same time, because of the regionaleconomic development is lagging behind, with a long time attention inertia thinkingof political business, makes the commercial business development is relatively slow,the credit scale is smaller; On profits, mainly rely on all kinds of loan interest and thegovernment’s fiscal subsidies. But with the political business development space islimited, financial discount to digit amount decreasing year by year, the profitability ofthe enterprise space has been shrinking.The main reasons of the above problems include four aspects. The first, aboutpersonnel&organization, the reasons contain its low degree of work specialization,unreasonable span of control, centralized organization, irrational personnel structureand quality. The second, about the management system, it lacks systematicconstruction of institutions and corporate governance structure, and performancesupervision system is imperfect at the same time. The third, about loan marketing, theproblems root in its dated marketing concept, oversimplified marketing systemconstruction and lack of risk prevention mechanism. The last, about pricing of loaninterest rate, there isn’t scientific pricing method, which could match its practical market situation.For the above problems, the paper makes a specific measure, that is the Baishanbranch should grasp stable external environment, make full use of its internaladvantages, refer to the phase strategic objectives and rely on the powerful supportingmeasures to actively and orderly ensure the implementation of growth businessstrategy, that means, Baishan branch should develop both traditional and commercialbusiness at the same time,and mainly focused on the commercial business.Thisstrategy contains three important connotations. First, it should firmly grasp thetraditional business, then moved onto the commercial business; Secondly, rely on thetraditional basis to develop the commercial business; Last but not the least, get aheadof the competitors on the business that has the advantages, and hold mostly marketshares. So as to solve various problems faced by enterprises, reverse the downturntrend of current development and strive to be a local modern agricultural policy bank.
