In recent years, with the rapid advance of economy and finance and sustainable development of the rural cooperative financial institutions reform, operation good asset quality excellent, part of the Rural Commercial Bank (hereinafter referred to as the agricultural businesses) began to explore the cross regional business to expand its scope of business, mode of operation is divided into two categories:set up branch in different places and holding initiated the establishment of village banks.But agricultural firms are often small scale, weak in internal control, cross regional operation easily because of internal control in place and the emergence of operational risk, credit risk, the author of the follow-up survey of rural commercial banks operating across the region in terms of the existing problems of rural bank, head office and responsibilities are not clear, lack of human resources, asset quality management ability is insufficient, have a great impact on the agricultural business further development of cross regional operation, need to study countermeasures, to improve the problems.This paper adopts the method of case study, taking Zhejiang province A Rural Commercial Bank study, based on the full study of world advanced commercial banks internal control concept and domestic commercial banks internal control system, the main business of Rural commercial bank cross regional business process analysis for the control link, analyze the risk points in operations, and put forward the suggestions to improve the rural commercial bank cross regional operation of the internal control system.The text is divided into five parts. The first part describes the research framework and frontier of the research; the second part describes the concept of internal control of commercial banks, the main provisions of commercial bank internal control and internal control process of commercial banks and domestic regulatory agencies; the third part uses the method of combining qualitative and quantitative, of A rural commercial bank business development and internal control analysis, including the A rural commercial bank cross regional operation, A agricultural firms operating across the region and the current situation of internal control of A rural commercial bank cross regional operation of the internal control risk; the fourth part analyzes the causes of problems related to A rural commercial bank’s internal control, internal control mode and the ideal combination of commercial banks, put forward opinions and suggestions on A rural commercial bank improve the internal management of agricultural firms, cross regional operation of the internal control structure. The fifth part is the conclusion, the conclusion of this paper summarizes the research process and research.In this paper, the study concluded that:at present, our country rural commercial bank in modern banking management structure and internal control system basic establishment, profitability and liquidity management ability is good, cross regional business is sound, but in the human resource management, internal audit system of execution and so there is still much room for improvement.
