With the further marketization and globalizationof Chinese economy, thecontinuous deepening of financial system reforms, the increasingly complicatebanking environment in China, even in the well-developed financial market ofWestern economies, risk management and internal control are still the importantsubjects of financial institutions. While Harbin Bank develops itself into adomestically first-class and internationally well-known small lending bank, theobjective existence of business risks of a commercial bank, the increasinglyfiercebanking competition, and the severe internal and external security situationoffinancial industry, all these put forward a higher request for the bank’s internalcontrol and risk management. Therefore, to establish acomplete internal controlsystem is to meet the requirement of regulatory authority, to meet the needs of thebank’s own development and the bank’s shareholders, moreover, to satisfy theinterests of the clients, which is of great significance for the long-term developmentof the bank.Starting from the research background and significance of the internal controlprocess optimization project ofHarbin Bank business system, this paper brieflyintroduces the research mentality and the structure arrangement, analyzes thedemand and necessity of the optimization, clarifies the related necessity andimportance therefrom. Through the researchon the optimization and application ofthe bank’s business system, this paper points out the internal control problemsexistedin the bank’s current business system, and puts forward the main measures to solvethese problems. The aims are to promote the smooth combination of internal control process management and the information system, to improve the control rateofbusiness system automation, and to realize the transformation of internal controlfrom man-control to machine-control, from decentralization to centralization. In theprocess of project development, advanced internal controlinformatization concept isintroduced. Starting from the evaluationperspective on the importance of internalcontrol environment, combine internal control concept into the bank’smaininformation system, which covers more than20business processesof many bankingfields such as credit, capital, wealth management, e-banking, and internationalbusiness. Through sharply increasing the internal control informatization rate ofthese banking businesses, realize the goal of automation and normalization of thecontrol mechanism in the first line of defense, put the function of risk controlmanagement forward, and significantly improve the effectiveness of internal controlin business process. |
