In china, the shantytown is a relatively special human habitation, where themost of the residents’ living condition is poor and income level is relatively low. Inchina,the improvment of residents’ livelihood of the shantytowns is closely relatedto the urban development and the reconstruction of people’s livelihood, so the livingconditions of residents in shanties and huts are very concerned by the centralgovernment, Especially the12th CPPCC national committee meeting for the firsttime in2015, prime minister Li Keqiang pointed out that turning shantytowns intonew housing areas is an important part of the low-income housing projectconstruction and it is the public opinion, is advantageous to the expansion ofdomestic demand and is good for the people’s livelihood, social development andadjusting structure, so this is a major people’s livelihood project with a much withone action. Therefore, in Jilin province the human-centered urbanization has becomethe emphases attention problem of urban development. In the implementation ofurban shantytowns transformation of Jilin province, we not only make a lot ofachievements, but also have found a lot of problems, such as money problems, landexpropriation, post-construction management. How to solve these problems quicklyand efficiently has become the problem which many scholars and experts studydeeply.Based on regional economics and urban economics theory, this article fullycollects the relevant data about the shanty towns and analyses the current situationand problems in the implementation of urban shantytowns transformation of Jilinprovince aiming at the problems in the process of Jilin province urbanizationdevelopment, and puts forward specific measures for transformation of squattersettlements of Jilin province. This paper will be divided into the following fivechapters:The first chapter is the basic theory and literature review. It expounds the related concepts and theories of shantytowns reconstruction, and also introduces thedomestic and foreign literature review related to shantytowns reconstruction. Thischapter enumerates many research productions of the well-known domestic andforeign scholars, which have a great significance for this article.The second chapter narrates the background and present situationof shantytowns reconstruction of Jilin province. This chapter counts up theshantytowns transformation plan from2006to2014of the whole province, andreveals the serious situation Jilin province government facing of the shantytownsreconstruction through the data.The third chapter detailed the problems Jilin province faced with in the processof shantytowns reconstruction. We can conclude that the fund pressure, landexpropriation, post-construction management have become important problems to besolved through the survey of the cities and counties.The fourth chapter we analyze from the present problems in the process of theshanty towns transformation, and summarizes the causes of problems and influencefactors in the process of shantytowns transformation. Main factors include fundingproblems, government leading, the main game, housing problems andmarket-oriented operation.The fifth part proposes some countermeasures and suggestions that can promotethe development of urbanization in Jilin province and perfect the shantytownsreconstruction. It pointed out that we should make scientific urban shantytownstransformation plan and create suitable path of the development of Jilin provincefrom a variety of ways of broadening the financing channels, the joint force fromgovernment and market and so on, and provides new way for Jilin provinceurbanization development.
