The Third Plenary Session of the eighteen CPC promulgated the "CPC Central Committee on deepening reform of certain major issue decision", putting forward:"Improving the management system of state-owned assets, piping capital to strengthen the state-owned assets supervision, reforming of state-owned capital authorized management system, forming a number of state-owned capital operation companies, supporting reforming state-owned capital investment company from the state-owned enterprises." in2013November. In recent years, the key of deepening the reform is state-owned assets management. Preservation and appreciation of state-owned assets has also been one of the important goals of state-owned asset management. For realizing scientific management of state-owned assets, it is necessary to classify the state-owned assets, the state-owned assets supervision and classification according to different types. In view of the different forms of state-owned assets, regional, function, nature, function, this paper classified state-owned assets. According to the classification of mainstream and to facilitate further analysis on the state-owned assets, this paper will be divided state-owned assets into operating state-owned assets, administrative state-owned assets and natural resource assets class three, and by category analysis.In this paper, the state-owned listing Corporation in China as an example, studies the classification of management of state-owned assets, divided into five parts.The first chapter is the introduction part, mainly introduces the writing background, the research significance, the use of methods and main innovations and shortcomings. In recent years, the state-owned assets management in China’s state-owned enterprise reform becomes the focus of the government and scholars. From the background and significance of the state-owned assets classification, this article by referring to the research achievements of scholars at home and abroad, design research methods and innovative points.The second chapter is the basic section of state-owned assets management and classification, mainly involving the concept, characteristic, function and state-owned assets management connotation, classification, significance. This chapter is the basis of theory chapters, to comb the based research question, and supplement formed concept. Through the classification of state-owned assets, it makes the following research to be done.The third chapter is a historical process of Chinese classification management of state-owned assets. Chinese state-owned assets classification management is already after more than60years, divided into centralized management, decentralization and allowing more profits, the separation of the two powers, state owned assets supervision and Administration Bureau unified management, multi-sectoral joint management, state-owned assets in new stage. By combing Chinese state-owned asset classification management process, it sums up the characteristics of classification management and now problems.The fourth chapter is the analysis of China state-owned listed Corporation case. According to the classification of the state-owned assets, CIMC group and Jiangxi copper company respectively are as operating state-owned assets and natural resource assets case. The administrative state-owned assets do not have any listed Corporation as a case, so this paper does not make analysis of administrative state-owned assets case.The fifth chapter is the countermeasure and suggestions of state-owned assets management and classification. In order to improve classification management of state-owned assets, it needs put forward the countermeasure and suggestion to the management of state-owned assets classification, and put forward the corresponding measures to be complemented. For the state-owned assets operation, it improves the "separation" and independent management degree, differentiation of macroeconomic regulation and control and property management functions, achieving a reasonable flow of state-owned operating assets. The administrative institutions of state-owned assets should improve the management system of state-owned assets property right, defined management category of administrative state-owned assets, established supervision system of administrative state-owned assets classification. The resources of state-owned assets should respect the ecological law, strengthen management, and improve the value of property management.This paper is based on the classification management of state-owned assets, by the state-owned listed Corporation Chinese case, and put forward some suggestions to the state-owned assets management classification. Because data of the state-owned assets management and classification is limited, making the study of this paper has certain difficulty, and making this research is not deep enough.
