With the development of economic globalization, the pollution of theenvironment with international trade transfer phenomenon is more and more serious,the western developed countries have started to use tariff policy to limit theinternational pollution transfer, the present stage of our country are few this kind oftariff policy, only through administrative means to restrict the serious pollution of theenvironment of goods, but this is not in conformity with the WTO agreement.
