State-owned forest farms use their advantages such as capital, technology and management ability, and Joint the rural combo and villagers of surrounding communities, to conduct outward land-rent for forestation and other forms of cooperation, it plays an exemplary and leading role in the forestry construction of the people’s livelihood in collective forest area. Since2000, the Dong-men state-owned forest farm in Guangxi province has kept up with the trend of the social development, answered to national forestry policy, and developed outward land-rent for forestation project actively, it has achieved a certain benefits after years of development, at the same time, there has being a series of problems. Evaluating the benefits it has got, the risks it has taken, the problem it has faced up and the development strategy objectively by the study of outward land-rent for forestation of Dong-men state-owned forest farm can provide guidance and reference for the development of outward land-rent for forestation of other state-owned forest farms under the background of the government encourages the transference of forest rights.Using the annual forest resource survey data and statistical data of the Dong-men state-owned forest farm and its annual statistical reports, related statistical yearbook and other data of outward land-rent for forestation project, using the data statistics, economics, management, accounting and other relevance theory and tools to carry on the system analysis for the project mainly from four aspects of the outward land-rent for forestation of Dong-men forest farm, the factors, the Profit and loss influence of stakeholder the management and the project benefit analysis, the financial evaluation.Through the research, it draws the following main conclusions:①Guangxi’s geographical environment, social environment and forestry policy creates good condition for the construction of outward land-rent for forestation project of state-owned forest farms. But the market development of forest land circulation in Guangxi province is still non-standard, the state-owned forest farms should pay attention to risk prevention in the forest land circulation, and keep the management of the forest land in the forestland-lease, only in this way can afforestation projects keep continuous and stable development.②among the stakeholders who are involved in the outward land-rent for forestation project, forest farm should deal with the interests among Agriculture, forestry and households, village collective, intermediaries and contractor, realize a win-win result for all interested parties, minimize the conflicts and contradictions among the stakeholders, respect the legal rights and interests of the Agriculture and forestry households, only in this way can the project keep sustainable development.③it is not unified for the foreign afforestation management mode of Dong-men forest farm, they should standardization management, the joint ventures model which the profit-sharing with three to seven is not conducive to the increase of state-owned profits.④For the base construction project of160000mu of eucalyptus fast-growing and high-yield industrial material forests, its total ROI is24.05%, its financial internal rate of return is15.74%, the investment recovery period is7.51years and loan repayment period is6.9years; For the base construction project of200000mu of eucalyptus fast-growing and high-yield industrial material forests, its total ROI is16.70%, its financial internal rate of return is13.18%, the investment recovery period is10.26years and loan repayment period is10.47years; this kind of project has strong profitability, it has a short payback period and strong ability of repayment of the loan.
