The construction and development of urban promotes and marks the progress of modern social civilization. Practice has proved that, with the needs of economic development, urban industry have played a huge role in driving every great social change. From the product oriented mode of traditional industry to the bearing stress considered of the environment in pollution control mode, and then to the current advocated and being try out ecological industry model which comprehensively considered the coordinate sustainable development between human and nature, every shift of urban industry operation pattern has accelerated the human social economy to a higher development platform. As the main supporter of the social economy, with the increasingly bottleneck problem of resources and environment, urban industry ecological transformation makes it necessary to economic development, and also it is the only way to break through the bottleneck of resources and environment. After30years of exploded development, China’s economy have gained great achievements. At the same time, series of environmental problems have been propagated, and which directly led to the demands of strategic policies from the development of urban industry ecological transformation. How to understand and grasp the progress and practical results of the current China’s urban industry ecological transformation naturally become a major issue on the road to the construction of socialist cause.In this paper, the research framework is as follows:firstly, based on the references of related theory on the industrial ecology and city industry transformation, the paper explained the meaning and connotation of urban industry ecological transformation, and summarized the different historical stage of urban industrial development; secondly, according to the main areas of urban industry ecological transformation which involves, and combining with the principle of indicator selection, the paper constructed multilevel assessment criteria and evaluation system of urban industry ecological transformation from five levels, they are respectively economy, resources, environment, society and technology; then, in the actual evaluation study, the paper chose30provincial cities from mainland China as the typical assessment objects except Tibet, measured and assessed those city’s ecological level from2003to2012years. In addition, it also takes into account all the289cities’ industry development status that above prefecture city in the whole as province level, and compared it with the provincial capitals. Furthermore, regional evaluation that from the east, middle, west and northeast divided four areas in China’s urban industry ecological transformation space hierarchy, and deeply explored the representativeness of provincial cities in each respective provinces. Finally, depend on the full text summary, the paper put forward some corresponding countermeasures and suggestions on China’s current urban industrial development and ecological transformation strategy.From the evaluation results in the paper we find that among those been studied30provincial cities, the composite index of urban industry ecological transformation that reached and above the level of medium accounted for40%, the overall level of the provincial city industry ecological transformation that higher than the overall average of the cities that at prefecture level and above in each province just over half of the number. Compared with the changes of environmental efficiency, partial cities such as Beijing, Hohhot, Hangzhou, Hefei, Wuhan, Guangzhou, Haikou and Nanning etc., these city’s urban environmental efficiency presented a more obviously improvement along with the successful practice of industry ecological transformation. Regional distribution shows that the highest composite index of the overall level of the urban industry ecological transformation in China is the middle area, second is the east region, west region is the worst, while the northeast is between east and west.
