China is in a special period of economic transition, how to implement this period the sustained, rapid and healthy development of economy is a daunting task, but as the inner motive power of economic growth, innovation plays an important part in promoting economic growth, increasingly cause the Chinese government attaches great importance to, and it directly led to the government’s strong support of innovation and commitment. But increase innovation investment is necessary to build an innovative country conditions rather than sufficient conditions. During the process of construction of an innovative country in China, not only should pay attention to the amount of innovation resources investment, more attention should be paid to its efficiency.Based on the2003-2012years for the development of China’s31provincial administrative regions panel data as samples, to r&d spending and internal r&d staff full-time equivalent as input indicators, with an application for a patent for invention authorization number as output indicators, using data envelopment analysis (dea) method, empirical research of China’s regional innovation efficiency of static and dynamic efficiency. Static efficiency main findings are: the technological innovation efficiency of China’s overall low levels, remain at around0.5in recent years, there is a big improvement potential; China’s three major regional innovation efficiency is different, the eastern region innovation efficiency is higher than the Midwest, but each of the provinces (cities, districts) in the region have bigger differences between innovation of high and low efficiency is not in conformity with the level of economic development. Decomposed by technical efficiency, technical efficiency in China mainly comes from scale efficiency, which is mainly research and development spending, therefore, pure technical efficiency is the main way to improve the efficiency of innovation in the future.Dynamic efficiency found that China’s regional innovation of total factor productivity growth thanks to jointly promote the technological progress and technical efficiency, relative to the technological progress, the role of technical efficiency improvement is not obvious; In terms of three areas, is still the eastern region of the total factor productivity is growing faster than the Midwest regional total factor productivity growth, the western region of technique efficiency and technical progress to promote roughly equal, and scale in the western region exists the trend of increasing returns.Aiming at the problem of low efficiency of innovation, and puts forward the innovation of the state and the government should improve the relevant policies, encourage and support enterprises to carry out scientific and technological innovation; Another is the guarantee of funds investment point of view, countries should not only to innovation especially innovation for money, more important is to play the greatest utility of research and development spending and strengthen supervision and inspection, to ensure the use efficiency of the capital; The last is to protect intellectual property rights, improve the innovation achievement transformation mechanism, market-oriented to science and technology achievements in a timely manner.
