Regional planning and strategy is in order to achieve coordinated economic development layout, comprehensive, efficient use of resources, sustainable development and overall development strategy of certain region range in a country, it has played an important guiding role in the whole of the construction of the regional economic development direction and focus. In2009alone, China’s state council has approved the12regional strategy, marked the regional strategy of these local official rise for the national strategy. Either from the perspective of quantity or scale from2009were approved the national strategic planning, one of the biggest this means that countries pay more and more attention to regional economic development, also means that strategic planning has played a significant role in economic development. Approval in the national strategy, more and more cases, evaluate the effect and efficiency of regional strategy becomes area is an important part of the implementation of the strategy, it in the evaluation of the merits of the national strategy implementation, improve the follow-up strategy, improve the efficiency of the implementation of the strategy of current plays an important role. This article is based on the study purpose.The purpose of this thesis is to collect countries ratified in2009to carry out the strategy of a series of38involved in the major cities from2005to2012, a series of economic indicators, using SPSS and the method of data envelopment analysis (DEA), by choosing to return to the data model and BCC model and Malmquist model, analysis of economic growth in the development of the economic structure change and efficiency of economic development, and from two aspects of vertical and horizontal analysis of strategic implementation before and after the implementation of regional economic development situation and different strategy implementation of regional differences of economic development.This thesis is divided into five chapters. The first part introduced the research background, purpose and significance of the article, the research methods of this article was described in detail, through the research literature at home and abroad, analysis the domestic and foreign research progress, research methods and research ideas, summarizes the deficiency of the present study, according to its shortcomings, puts forward the structure and innovation points of this article. The second part is concept definition and theoretical basis. First, the definition includes the connotation of the concept of policy effect and policy effect analysis process is introduced and the effect of the policy analysis, make a foreshadowing for the later analysis; Second, the regional strategy was introduced in detail the basic theory, including the regional economic theory, regional strategy theory and the theory of regional planning, this paper laid a theoretical basis for later analysis. The third part is the empirical analysis of the model set, first introduces selection of indicators, urban, defines the analysis time, and then from two aspects of efficiency of economic growth structure and economic development analysis of the model is introduced and set. The fourth part is the empirical part of this article, through the use of SPSS and DEA (data envelopment analysis) data analysis software, the structure of strategy implementation of regional economic growth and economic development efficiency is analyzed.
