It makesthe economy of Shenyang city a new life.For the economic transition of Tiexi District, to accelerate the development of serviceindustry, especially modern service industry, is of important strategic significance. For TiexiDistrict," East moved west to build" means the renovation and transformation of theold industrial district, and also means the transformation after the merger and expanding of Tiexi District, which is developling to the west. This paper analyzes the problems with the old Tiexi industrial relocationdistrict policy, location, industry cluster, a variety of services and common developmentsuperiority, the single industrial structure, service industry development speed which is slow,and the traditional service industry of perception.
