Research On The Development Of Farmers’ Professional Cooperatives In Hebei Province

"Three Rural Issues" is one of most important issues in Chinese economic and social development. Since the1990s, with the increasing competition in the market of agricultural products, the market position of farmers is being weaker. Farmers’ professional cooperatives, as a new form of organizations came into being a new effective carrier to build a new socialist countryside. From2004to2014the eleven consecutive years, Chinese central documents emphasized the importance of professional farmers’ cooperatives continuously. July1,2007the government promulgated the "Farmer Cooperatives Law" formally, laying a legal foundation for the development of farmer cooperatives. The attention of the country on developing specialized farmers’ cooperatives, promoting the development and growth of farmers’ cooperatives, but during the development process, there are still many problems.The paper was based on Hebei Province, regarding Hebei farmers’cooperatives as the study object, using literature research method for the study of related concepts and basic theory with farmers’ professional cooperatives, to provide a theoretical basis on the development of farmers’cooperatives in Hebei Province. The paper introduced the status of development in Hebei farmers’ cooperatives in detail, and as farmers’ cooperatives in Langfang City a case study, selecting Bazhou, Dacheng, Gu-an, Wen-an four areas for focus investigation and analysis. By the analysis of the current situation of farmers’ professional cooperatives in Hebei Province, revealed the presence of small-scale and decentralized organization, poor stability,"shell cooperatives","fake cooperatives" and other outstanding issues in farmers’cooperatives in Hebei Province. Bring in Japanese, the United States and Germany three typical successful farmers’ cooperatives mode, summarized their development experience, from the government-led and strengthening cooperatives their own two aspects, including updating the philosophy of development, strengthening government responsibility, the improvement of internal governance mechanisms, etc, to put forward suggestions to promote farmers’ cooperatives in Hebei Province to develop healthily and rapidly.
