| The irrigation and water construction is the foundation and center link ofagricultural infrastructure. As one of the most important branches of irrigation and waterconstruction, small-scale irrigation works not only concerns the agricultural productionlevel, but also influences on the local economy，the whole society and the environment.Hebei is a large agricultural province with agricultural irrigation water scarcity，sodeveloping the small-scale irrigation works and improving the utilization ratio of waterresources is the key factor in promoting local agriculture. Therefore, it has greattheoretical and practical significance to establish the performance evaluation systemaccording to the construction program and completion situation.Taking small-scale irrigation works in Hebei as the research object and constructionthe performance evaluation system in Hebei as main thread, this article establishes aevaluation index system and evaluates the works by summarizing and concluding thetheory and method of performance evaluation. Firstly,this paper introduce some theoryand methods of performance evaluation, and selects four suitable methods on this basis;secondly,through the deeply analysis of main construction content and the purpose andexisting index of evaluation,it describes the selection and determination of initial index indetail; thirdly,it evaluates the dynamic performance and regional performance ofsmall-scale irrigation works in Hebei; lastly,it analyzes the project using success degreeevaluation methodology and summarizes the actual performance of small-scale irrigationworks in Hebei. This paper submits the corresponding conclusion and suggestionaccording to current situation and problem finally.The exploratory study on the performance evaluation of small-scale irrigation worksis a beneficial attempt in the theory research of performance evaluation, which aims atoffering the reference to some methods and practices for the development of performanceevaluation of small-scale irrigation works. |
