With the continuous development of the economy and the tendency of global economic integration, the competition is becoming increasingly fierce. More and more stress of employees,such as social stress, Life stress, and job stress,are going to larger and larger.Facing these stresse, there are many adverse reactions. Excess stress can cause much damage to the physical and moral healthiness of employees, and have negative effect to the organization. Sometimes, employees need to pay with themselves’ lives. In the last few years, there are more and more tragedys caused by excess stress in china. Furthermore, this kind of tragedy runs for for some time in some enterprises. How to help employees relieve stress effectively? How to guarantee the employees’ physical and psychological health? They are the important issue of business management and human resource management.As one of the tools of stress management, EAP is the long-term and systematic welfare projects which provided by organization. It can effectively relieve stress, and resolve all kinds of mental trouble and behavior problem. It would be remarkable in sparking psychological capital, developing Healthy employees, and improving the performance of organization. EAP, originated from USA, went through four stages of development, and its service contents, service objects and service ways get enriched and expanded. It has gat extensive used by enterprises in Europe and America. Abroad, research in EAP has involved in enforceable element, the relationship of EAP and job performance, EAP amd work satisfaction, EAP and organizational commitment, EAP and worker absenteeism rates, EAP and separation rate. Although EAP has developed in china for10years, it hasn’t accepted by most people for special environment in China. Firstly, there are some specific factors in the enterprises of water and electricity construction, such as the severe environment of working place, big security hidden danger, few place of leisure entertainment and lack of vacations. Employees are susceptible to the diseases of the physical and moral healthiness, if they live in this environment for long time. Furthermore, these places are prone to earthquake, debris flow and so on. The consequences of geological disaster are often serious, even the cost of the life. After the wenchuan earthquake, employees of the enterprises of water and electricity construction are in a constant state of fright for a long time, which affects their life and work. Secondly, the enterprises of water and electricity construction always pay close attention to collectivism and dedication spirit, instead of personal needs. Thirdly, employees often choose to evasive the topic about mental health under the influence of traditional chinese culture. Fourthly, there are few employees who can recognize the problem employees timely. Fifthly, these enterprises are in face of the organizational reform and challenge. Finally, we can not neglect the characteristic of the80’s and90’s staff and the require of Healthy enterprise. So, this article takes enterprises of Water and Electricity Construction as research object after analyzing its urgency.This article takes seven enterprises of Water and Electricity Construction as research object and use questionnaire and inierview method to get information about the condition of the physical and moral healthiness, the situation of stress, stress management and the requirement of EAP.The results of this article are as follows:it is found that employees in the case enterprises have heavy job stress, poor the condition of the physical and moral healthiness, bad stress management. Employees show strong willingness of EAP. According to the intense, the service content of the EAP is personal development program, leisure entertainment, medical health care program, personal professional consulting, care for children and the old, crisis support program. According to the willingness to use EAP, the ways to use EAP include face-to-face consulting, training, internet assist, hot-line assist, agency assist. The other findings also follows:the organizational environment of sample enterprises is mediocre. Employees trust the organization management. The senior managers have realized the important of "Healthy" employees to the development of the organization, would like to try operable EAP to help employees relieve stress, solve trouble, spark psychological capital and make organization sustainable development. On the basis of survey research, this article plans the mode of building EAP in the enterprises of Water and Electricity Construction, implementation step and management evaluation system.The innovation of this article is as follows:at present, the research of EAP in the enterprises of Water and Electricity Construction is blank, which make this article with some reference. The enterprises of water and electricity construction should pay close attention to the content of EAP about the intervention for psychology crisis, the accommodation of the marriage relationships, the guidance of the parenthood, recreational activities and so on.
