Nowadays, competence and competency model is one of the hottest topics in the human resources management. Chinese scholars introduced the competence study in the1990s and provided varieties of competency models at different levels. Many models are widely used in practice. Scientific researchers at research institutions and enterprises are the special groups who are specially important human resources with high professional knowledge. Therefore, study of competency of scientific researchers can help improve their performance, overall quality of researchers and improve the core competence of the institute.The Beijing Institute of Genomics, Chinese Academy of the Sciences, is a highly competent scientific research institute in China. The study of researchers’ competence has a significant meaning to enhance the level of human resources, research capacity and talent management normative. In this thesis, some researchers from the Beijing Institute of Genomics are invited for the study. Both literature review and behavioral event interview are used to collect the common elements on the basis of quality indicators of general researchers to further determine the genome researchers competency indicators. Through expert panel evaluation, a complete competency model for the researchers in the Beijing Institute of Genomics is established and weights of the competency indicators are obtained.The competency model established in this thesis, including10competency indicators identified for both the ability and the quality of scientific researchers will be used for a detailed study and design to be applied in the recruitment.
