With the rapid development of information technology industry, IT organizationsare facing the fierce competition from the region, industry, as well as all around theworld. At the same time, IT industry demand for the products and services presentedpersonalized and diversified trend. Also the uncertainty of market demand hasincreased greatly. It’s very difficult to rely on IT organizations’ own strength toparticipate in the fierce market competition, or to response customer demand fast,which will take enormous risks. In order to keep flexibility and plasticity, becoordinated with the changes in the environment and development, some companieshave chosen dynamic alliance as a development model. Dynamic alliance is anorganization that different companies or entity share resources and technology toachieve a common goal in order to response to a market opportunity together, whichis a one-time organization, forming with the emergence of market opportunities andterminated with the goal of reaching. This feature is quite fit with the projectmanagement, so it is reasonable and necessary to introduce the dynamic alliance inwhich. Project quality control has been a lot of research in the traditional projectmanagement, and formed a series of mature theory and a wealth of experience inpractical operation. However, the quality control of projects in the dynamic allianceneed to coordinate the different companies, which lack of systematic research intheory and experience in the actual operation. There are still many problems in thequality control of projects in the dynamic alliance. Therefore, this article hasresearched the quality control of IT projects in Dynamic Alliance. Based on theanalyzing of characteristics, I have analyzed problems and found feasible solutions toguide the real Alliance operation. The first part describes the background andsignificance of the research, from two aspects of dynamic alliance and project qualitycontrol; then involved correlative theory and concept. The second part has introducedthe meaning, content and control mode the quality control of IT projects in DynamicAlliance. Considering the characteristics of it and the drawback of the DynamicAlliance, I have analyzed main problems. The third part has put forward solutions ofproblems. The first one is to establish a quality control loop of IT projects dynamicalliance to connect the information of quality control at the macro level and microlevel.The second one is to propose the establishment of quality coordination groupwithin the union to solve quality coordination problems. The third one is using fuzzy comprehensive evaluation to establish a IT Projects dynamic alliance quality controleffect model to evaluate the effect of quality control. The final part is a summary andoutlook for the full text. I have concluded my research and made recommendationsfor future research directions: quality process network of dynamic alliance qualitycontrol and quality process diagnosis of dynamic alliance. During the my research,the main methods I have used are reading literature, qualitative analysis, quantitativeanalysis, model, descriptive research methods, etc.
