Research On The Technology Spillover Mechanism And Technology Spillover Effect Improving Countermeasures Of Information Service Industry FDI

With the adjustment of world industrial structure and the perfection of the investmentpolicy throughout the world, foreign direct investment focuses on the service sector. And withthe popularization and application of information technology, information service industry hasbecome one of the most attractive to foreign direct investment emerging industries due to itshigh industrial correlativeness, good economic benefits and low environmental pollution.Information service industry FDI has played an important role in technological progress andspread. Therefore, this paper does research on the mechanism and factors of improvingtechnology spillover effect of information service industry FDI, which has extremelytheoretical and practical significance.It analyzes the mechanism of technology spillover of information service industry FDI interms of spillover process, subject and channels. Then on the basis of theoretical analysis, itdoes the empirical test of technology spillover effect of information service FDI, which showsthat information service FDI exists horizontal spillover and vertical spillover. The horizontalspillover effect happens through the channels of marketing competition, human capital flow.The vertical spillover effect happens through the channels of industrial cluster and associations.There is Granger causality from technology spillover of information service industry FDI toservice labor productivity.As the technology spillover effect of information service industry FDI is influenced byvarious factors, the paper does theoretical analysis of technology spillover factors from theaspect of spillover subject and channel. Then it analyzes the important factors of technologyspillover effect of information service industry FDI by Delphi method. Following that, itestablishes interaction variables among the information service industry development level,legal level, market competition degree, technical gap, human capital level, R&D level andtechnology spillover of information service industry FDI. The paper conducts empiricalresearch based on time series data from2004to2012. It shows that the information serviceindustry development level, human capital level, R&D level have significantly positiveinfluence on technology spillover of information service industry FDI, while technology gaphas negative influence on technology spillover of information service industry FDI. Finally, based on the analysis results of technology spillover effect factors, it designs thecountermeasures structure of improving technology spillover effect of information serviceindustry FDI from the perspective of the environment of attracting FDI, the marketcompetition environment and absorptive capacity. It specifically optimizes the environment offoreign direct investment from the aspect of perfecting information service industryinfrastructure and the protection of intellectual property. And it increases absorptive capacityfrom the aspects of improving human capital level, R&D, and narrowing technology gap. Allthese countermeasures can improve the technology spillover effect of information serviceindustry FDI.
