A Research On Countcrmeasures Of Household Tiered Electricity Pricing Mechanism Of Hebei Province

Electricity is one of the basic energy of People’s life and social development, electricityprices related to the vital interests of the majority of residents, to ensure a stable supply ofelectricity is the basis for economic and social development. In recent years, China’seconomic sustained and rapid development, but also paid the price of environmentaldestruction, resource and environmental factors become the bottleneck of sustained andhealthy development of economy. Meanwhile, in our electric power market, the phenomenonof industrial electricity consumption to compensate residents has existed for many years, andit is not conducive to the healthy development of the electricity market. In this context, afterour country’s full consideration and preparation, on July1,2012,the household tieredelectricity pricing mechanism piloted run in our whole country, trying to adjust the electricityconsumption habits and ease the status quo of cross-subsidization, play the role of promotesocial equity and environmental protection. Hebei Province also started the household tieredelectricity pricing mechanism in the same period.This paper research through the methods of data analysis,foreign institutional contrast,combination of qualitative and quantitative analysis, discuss the outcomes and problems ofimplementation of Hebei household tiered electricity pricing mechanism in a year, trying toanalysis the problems and identify practical solutions countermeasures, further improve thehousehold tiered electricity pricing mechanism of Hebei Province.Ensure to achieve the goalof “Guiding opinions on household tiered electricity pricing” of national development andreform commission.This paper is divided into six parts:The first part introduce the background and significance of the topic, literature review,research methods and possible innovation.The second part describes the meaning and the basic theory of household tieredelectricity pricing mechanism.The third part summarizes the evolution of Electricity price system and describes thehousehold tiered electricity pricing policy of the country and the province, pointed out thereasons for its formulation, principle, the main content and scope, etc. The fourth part introduce the advanced experience of foreign countries on the householdtiered electricity pricing mechanism, and analyzes the enlightenment to our country, includesafeguard the interests of the low income group, meet the diverse needs of users,Electricity and price adjustment mechanism, Energy saving, environmental protection,andthe protection of social fairness.The fifth part analyze the effects and problems of the household tiered electricity pricingmechanism in Hebei Province through the specific data. The effects include tiered electricityprice established, the electric power enterprise income increase, low income users electricitysubsidies have been implemented. The problems include the power saving effect not obvious,electricity classification unreasonable, electricity classification do not reflect regionaldifferences,cross subsidy exists, supporting measures incomplete, etc.The sixth part analyze the above mentioned problems. According to the situation of ourprovince, and learn from foreign experience. Then propose practical solutions such asimprove the electricity sub file, the price adjustment mechanism, improve thesupporting system, promote the reform of electric power, implement the time of use electricityprice.
