Currently China is in an economic transition period, and the business environment has changed largely. As the turbulence of business environment intensified, enterprise faces a severe test. The competition of HI-tech enterprise is based on knowledge resources. The high-technology changes rapidly and product update cycle is so short that makes HI-tech enterprise facing more turbulent business environment than other enterprise. The enterprises’ key resources are changing as the turbulence of business environment intensified. Under the condition of limited resources choosing exploration learning or Exploitation learning affects the growth of the high-tech enterprises. Exploration learning can help enterprises deal with the dramatic changes in the business environment, and response to the new opportunity in the fluctuate environment. Exploitation learning can help HI-tech enterprises retain existing markets and customers. Although many enterprises has carried on:learning, they don’t acquire high innovation performance. To solve this problem this paper try to analyze the role of organizational inertia played in the process of organization learning influences innovation performance from the level of organization., This paper puts organizational learning and organizational inertia and innovation performance together, analyzing the internal mechanism during organizational learning influences innovation performance, and the mediate role of organizational inertia.Firstly, this paper clarifies the relationship among organizational learning and organizational inertia and innovation performance though literature review. Secondly, combining with the purpose of this study this paper constructs a conceptual model to describe their relationship, and then corresponding hypotheses are proposed. Thirdly, this paper designs questionnaires about organizational learning, organizational inertia and innovation performance by. referencing mature scale model that.has been published, and modify the questionnaire for large sample research on the basis of the pretest, then analyses the reliability and validity of the data and carries on hypothesis test. Finally, coming to the conclusion and putting forward corresponding management suggestions and countermeasures for the HI-tech enterprise.This paper comes to conclusions as follows:Exploration learning exerts significant negative effects on the dimension of capacity extension and transformational ability limitation of organizational inertia, while the negative effect on decision-making cognitive bias is not significant. Exploitation learning exerts significant positive effects on the dimension of capacity extension and transformational ability limitation of organizational inertia, while the positive effect on decision-making cognitive bias is not significant. Exploration learning and exploration learning exerts significant effects on innovation performance. The dimension of capacity extension and transformational ability limitation of organizational inertia exert significant negative effects on innovation performance. The dimension of transformational ability limitation of organizational inertia plays a mediator role during the process of exploration learning and exploration learning influences innovation performance.
