The US-led TPP negotiations regression Asia-Pacific strategy, undermine the development process of East Asian integration which has been dominated by ASEAN, with actively supports from China. To cope with the new changes brought to East Asia by TPP, follow the trend of regional economic integration, and to consolidate the dominant position of ASEAN in East Asia regional economic integration, and continue to maintain the integrity of ASEAN is not destroyed, in2012, ASEAN first proposed the draft of Construction of RCEP. And under pressure from TPP and "10+6" cooperation framework led by Japan, China forced to support to build RCEP, in order to avoid being isolated from the outside of the Asia-Pacific regional economic cooperation. Taking their own strategic interests for consideration, in November2012, all countries agreed to launch a new round of free trade agreement negotiations:RCEP (Regional Comprehensive Economic Partnership). Currently, ASEAN and the other6countries are busying RCEP negotiations, And they have been carried out five rounds negotiations. However, RCEP negotiations include16countries, a wide talk area, and many problems need to be further clarified, there is an enormous challenge in a short period of time to complete the negotiations. For the successful completion of RCEP negotiations in the end of2015, the challenges and how to promote the negotiations required to clear in the process of RCEP build. Therefore, this research which has important theoretical and practical significance, is conducive to promoting the improvement of regional economic integration theory, and conducive to the government as a reference in the formulation of policy reform.Research ideas in this paper are:This article selectively analyzed RCEP build process challenges on the basis of a comprehensive analysis of RCEP, and then put forward policy recommendations for China how to promote the construction of RCEP. Under the guidance of this idea, the framework of this paper was divided into six parts:the first part is introduction and the second part is the theoretical basis, In these part, the background and significance of this paper, domestic and foreign scholars research and theoretical basis of studing the problem were introduced; the overall framework, and innovation and disadvantages of the article were introduced briefly. The third part introduces the background and significance and the various economies attitude of building RCEP. Part IV analyzes the main content and features of the mechanism of RCEP. On this basis, Part V studies the challenges faced during the construction of RCEP. The results showed that a) there is a huge difference between the standard of existing free trade agreements and the RCEP negotiations standard; b) difficulty negotiating between the countries have not signed free trade agreements;3) there is a threat came from TPP competition of rules. Part VI combined with the above research of the RCEP further put forward some policy recommendations for how to play the role of China in the negotiation process RCEP. Finally, this study are Summarized in the last part.The innovation of this paper is that this paper from the perspective of political economy, using a variety of research methods, tries to discusse challenges and the role of China facing in the process of RCEP build. However, RCEP as a new thing involving many aspects is a complex issue, and this paper analyzed the issue from economics and political economy, it is inevitable missing knowledge and research. In addition, the current RCEP still in negotiation, negotiation results are not yet reached. Impact analyses in this paper are built on certain assumptions, the results will inevitably somewhat theoretical. Therefore, in the writing process, the writer will combine the latest developments of RCEP, constantly correcting strives to make up for this shortfall.
