With the deepening of China’s reform and opening up and the market economy system being increasingly perfect, our country is gradually into the market-based mechanism of competition. In the circumstances, the construction market is increasingly fierce competition and the profit space of the construction market also become more and more little. Whether building construction contractors can provide low cost and high quality building products or not, is the fundamental guarantee of contractors keeping a foothold on the construction market. However, when construction contractors get a project through a rat race, the total cost of the construction products is sure and the contractors need ensure construction engineering projects successfully completed under the project budgets and plans duration. On this base, the constructors need to strengthen the management of investment in cost in the work progress of the construction project, if wanting to improve their economic benefit. The cost of the optimization is to improve the economic benefit of constructors and generate income’s core link.Researching construction materials purchasing decision-making model is the basic purpose of reducing the namely cost of construction contractors by optimizing the construction materials purchasing cost. As we know, the purpose of purchasers’ purchasing goods is to manufacture or sales in the manufacturing and retail industry. That is to say, these goods have retail price. But, the purpose of purchasing of construction materials is to be used in the construction project and not for sale. That is to say, these goods have not retail price. So we can use it for the construction materials purchasing through correcting and improving the manufacturing and retail purchasing model. This paper extends the traditional purchasing model of manufacturing and retail industry from many-sided and the specific research contents are:(1) The optimal purchasing strategy of construction material under delay in payments. In the condition of not allowing construction materials out of stock and considering the construction materials suppliers providing delay payment service for construction contractor and cash discount service in the case of construction constructors making cash on delivery, we establish construction materials purchase model without retail price and realize the determination of purchasing time and purchasing batch by analyzing the constitution of construction materials purchasing costs and contrasting the purchasing costs in different pay cases.(2) The optimal purchasing strategy of construction material in fuzzy demand. In the condition of allowing construction materials out of stock and considering the variation of construction materials demand and order cost, we establish construction material purchasing decision model in the case of fuzzy demand. This paper provides an optimization process for purchasing issues in fuzzy cases.
