Along with the progress of the society and the development of science and technology,the chemical industry has reached an unprecedented prosperity, all aspects of socialproduction and people’s life are inseparable from the support of the chemical industry. Allkinds of chemical enterprises have sprung up all over the country, followed by the emergenceof various environmental accidents, and thus the environmental pollution issues have causedwide concern.The enterprises are faced with huge clean-up expenditure because of the environmentalpollution accidents, which puts growing pressure on the enterprises.Environmental liabilityinsurance is an important choice to spread the risk of the enterprise.However, the existingenvironmental liability insurance takes the same rate for similar scale of enterprises,whichmakes the lower risk enterprises reluctant to purchase the environmental liabilityinsurance.And this will increase the risk of insurance company operation.As a result, theinsurance company is unwillingly to compensate,which will make the high risk enterprisesleave the insurance market.Obviously,the reduction of policy-holders will hinder thedevelopment of the environmental liability insurance.In this paper, starting from the characteristics of chemical enterprises and theenvironmental liability insurance,the risk factors of chemical enterprises are analyzed, mainlyincluding equipment, materials, processes and management. And the enterprise mishap riskindex system is established, by using principal component and entropy weight integratedmethod to classify the mishap risk of chemical enterprises into low, medium, higher and veryhigh. Eventually, the floating rate of mandatory environmental liability insurance isdetermined by taking all the factors into account, including major hazard installations, thelevel of mishap risk, the sensitivity of its surroundings, the toxicity of the substances after themishap and the historical mishap record.
