Analysis Of The Impacts Of High-speed Railway On City Employment Attraction

Labor resource, especially the senior labor resource, has gradually become an important strategic resource for national and regional development; competition of national and regional comprehensive strength is essentially the competition of talent; How attracts and detains the labor resource becomes a highly concerned issue of government. Labor migration is a spontaneous behavior which is purpose to improve the living and working conditions, it’s affected by the economic environment, social environment, institutional environment and natural environment of immigrant area and emigrant area. Labor migration is completed by immigrant area’s pulling force and emigrant area’s pushing force. City employment attraction essentially reflects the pulling force that immigrant area doing on the labor resource. With the high-speed railway construction and operation, the effect of high-speed railway is gradually deepening, the site city’s economic development has improved continuously, and the employment status, income situation and quality of life have been greatly improved. High-speed railway, as it were, plays a positive role in improve the labor attraction of site city.From two aspects of theoretical analysis and empirical verify, this paper discusses the promoting effect that high-speed railway doing on the employment attraction of site cities in detail. Firstly, it summarizes the main factors affecting labor migration based on a systematic review of the related theories and research status, then builds the evaluation system of city employment attraction; Combining the transport corridor theory and’center-periphery’theory, explores the inner link between transportation, regional development and employment attraction; describes the influence mechanism, path and outcome of high-speed railway doing on city employment attraction from the perspective of both at home and abroad. Secondly, builds the framework of the impacts of high-speed railway on city employment attraction. From four effects of high-speed railway—element flow effect, economic effect, industrial agglomeration and diffusion effect, investment effect, analyzes how high-speed railway improving the employment and living environment, promoting employment opportunities, raising income levels and life quality of the site cities, and then enhancing their employment attraction. At last, with the Wuhan-Guangzhou high-speed railway as the research object, guided by the theory of’with and without’, through using time series analysis and factor analysis measures the employment attraction of site cities with and without high-speed railway. Through theoretical analysis and empirical verify, this paper argues that high-speed railway has obvious promoting effect on improving the employment attraction of site cities. High-speed railway finally improves the employment and living environment, promotes employment opportunities, raises income levels and life quality of the site cities, and then enhancing their employment attraction.
