| Rail transportation equipment manufacturing industry is an important industry in the people’s livelihood, the viable strategy to make it innovate continually and develop sustainably is to give rail transportation equipment manufacturing enterprises strategies to enhance the capability of independent innovation and optimization recommendations of technology management mechanism. By analyzing the existing scientific management mechanism of rail transportation equipment manufacturing enterprise, combining management control theory and advanced domestic and foreign experience, from the aspects of business governance model, technological innovation model, technological process control, financial control, risk management and control, this paper proposes innovative mechanism for technology management, while will complete corporate goals better, achieve continuous development of innovation and technology, efficiently improve research, reduce the company’s operational risk and provide protection for the smooth and orderly conduct of research.By evaluating the contribution to performance that made by the overall management systems and mechanisms of the rail transportation equipment manufacturing enterprises, policies on science, the whole process of enterprise technology project management, this paper uses the DEA method to assess the performance of rail transportation equipment manufacturing enterprises technological, and propose ways and means to optimize rail transportation equipment manufacturing enterprise technology management system. This paper gives recommendations to the policy from the national level and the enterprise level to optimize the science and technology management of institutional mechanisms. On the ways of safeguards this paper proposes appropriate measures and suggestions from the organization, personnel management, process optimization, financial management and control, risk management and control. |
