But the ecological environment of Heyuan is excellent andbeautiful, which is an important area of water-source protection and thegreen ecological barrier of Guangdong Province. Heyuan shoulders the responsibilities ofovercoming poverty which is a historical mission, protecting water source which is apolitician mission, and achieving common fairly well-off which is a realistic mission. Thesethree missions decides that without development Heyuan would not be able to find a way out,especially an unscientific development would lead Heyuan to a dead end, which meansHeyuan needs to take the ecological developing road that combines environmental protectionand prosperity, and it needs to take advantages of its position to achieve green rising. But howto way out?Heyuan has been classed as the Ecological Development Area and the Green AgriculturalProducts Base during The Main Functional Area Planning of Guangdong Province（2010-2020）, which means the industry development of Heyuan is restricted. In themeantime, Heyuan is an agricultural city with two-thirds rural population which possessesoutstanding regional advantages, suitable climatic conditions, rich land and water resourcesand vast tourism resources. It also possesses competitive advantages, policies support and soforth. So if Heyuan is taking the road of green rising, which means the key point is about therural area, the focus point is on the farmers, the difficulty lies in agriculture, and thebreakthrough point lies on the development of agriculture, rural areas and farmers. Only theproblems of agriculture, rural area and farmers are solved, the income of farmers’ hascontinuous increased, and people’s livelihood in rural areas has been improved, could theagricultural rural economy strength. Only the foundation of agriculture has been laid solid,and the development of rural area has been accelerated, could Heyuan to obtain the controlpower when taking the road of green rising.
