Optimal Research On Gansu Food And Drug Supervision System

Food and drug safety is the key of people’s livelihood. It is an important related to people’s food and drug safety, as well as the social harmony and stability. With the economic development and social progress, people’s expectation on food and drug safety becomes higher and higher, making it an urgency to better solve the problem of food and drug safety.Gansu food and drug supervision system has experienced two organization reform, respectively in2009and2013. Especially after the organization reform in2013, apart from the agricultural products cultivation link, which is still under the management of the agricultural sector, the food and drug supervision sector should be responsible for all the other supervision functions, such as the market circulation supervision originally in the charge of the business sector, the production link supervision originally in the charge of the quality inspection sector and the food hygiene supervision originally in the charge of the food and drug supervision sector. The problems of responsibility overlapping and regulatory gap existing in original food and drug supervision work have received a preliminary solution and the overall administrative efficiency has been greatly improved. However, the reform is not thorough enough, and there are still some problems such as the imperfection of the supervision system.With the combination of the actual situation of food and drug supervision in Gansu province, this paper makes ahorizontal comparison with the national supervision system and the supervision system in developed provinces, as well as a vertical comparison with the relatively perfect supervision mode in developed countries such as America and Japan. By using the knowledge of new public management theory and public choice theory, and adopting the methods of literature search and survey research, it finds out the deficiencies and problems existing in the food and drug supervision system reform in Gansu province and proposes corresponding solutions and schemes, thus realizing the optimal research on Gansu food and drug supervision system..
