| Hilly mountain areas have rich hydrothermal resources, so it has great potential for agricultural production and economic development. However, in these areas, the arable land are scatter layout, plots are severe fragmentation, low-yielding fields account majority, poor uniformity of land quality, the contradiction of more people with relatively little (arable) land is obvious, also because of the long-irrational exploitation, ecological environment deteriorates gradually and natural disasters take place more than before. So, it has become an urgent problem to use the limited land resources rationally, promote a sustainable development and intensification use of land and do a well job of land reclamation in hilly mountain areas.Firstly,the paper analyzes sustainable development, coordinate relationship between people and land, landscape ecology, systems theory and other theories, to elaborate the content, objectives and principles of land reclamation planning and design, and introduce the basic methods for land reclamation planning and design with estimation of farmland rearrangement potential, land suitability evaluation, land grading, evaluation index weights and other methods in details. Then analyzes the key elements of land reclamation planning and design in hilly mountain areas, summarizes the characteristics and problems of land use and constraints factors to carry out land reclamation planning and design, and proposes land reclamation works with ecological and environmental protection as a precondition, soil erosion reclamation as the key, building a high standard basic farmland as a means, addressing rural issues as a fundamental goal in the comparison with other landforms reclamation work. At the same time, paper selects Tonggu as the study area. Combining with the actual situation of hilly mountains, setting a foothold of the natural and economic conditions and land use survey, basing on the research of land reclamation planning in Tonggu, paper selects Daduan and another township (town) as the study area. Implement the land rectification or hanging plans in project area, and conduct land reclamation project planning and design. Thesis can get the following conclusions:(1) Constraints to carry out land reclamation planning and design in hilly mountain areas include fragile natural environment, large scale and design costs, heavy task of arable land balance and serious land fragmentation.(2)To carry out land reclamation planning and design in hilly mountain areas, protection of ecological environment is the focal point, control of soil erosion is the emphasis, construction of a high standard basic farmland is the means and dispose of rural issues is the fundamental goal, to achieve a win-win situation of economic, social and ecological benefits.(3) As a project area of Tonggu, study the land reclamation planning and design in hilly mountain areas and find that:its economic benefit is mainly acquired by new farmland; social benefits is mainly reflected by the improvement of overall farmland production capacity, advancement of land conservation and intensive use, improvement of farmers’income and rural landscape, to the benefit of solve the "three rural" issues; ecological benefits include the prevention soil erosion, virtuous cycle of agro-ecosystems. Through these measures, achieve the unity of social, economic and ecological benefits.This paper depth analyzes the land reclamation planning and design in hilly mountain areas from the macro to micro, providing an empirical basis and practical reference for further improvement of land remediation planning and design, to achieve balanced and sustainable development of regional ecological environment. |
