After collecting the data of land circulation of MuDanjinag City, the writeranalyses the view point on land circulation of many scholars both the domestic andoverseas, and discuss their experience, then taking the reality of MuDanjiang City intoaccount before he pointed out five problems. First, short land resource and is hard tocircle together. Second,many disputes on land circulation exist, and is short for lawprotection.Third,low propaganda of agriculture insurance, and is short forcompensation mechanism. Fourth, financing is difficult, large scale of operation isshort for initial capital. Fifth, the social security system is far from perfect. Concerningthe problems the paper suggest five programs. First enforcing the functions of thegoverment and strengthen management and supervision. Second, perfect law system,reinforce propaganda of agriculture insurance. Third, perfect the market of landcirculation in the country. Fourth, set up and improve the social security system. Fifth,importing the agriculture features, reduce the risk on the price of grains.
