Abstract/Summary:
The construction of infrastructure projects is not only an important guarantee for thedevelopment of China’s economic and social and improvement of people’s living standards,but also the basis for the survival and development of the city. However, the contradiction ofthe lag of infrastructure supporting and the rapid demand growth has been prominent for along time, and the problems such as the lack of infrastructure funding, the low constructionefficiency have become a major obstacle for China’s economic development. The traditionalFinancing and Construction modes of infrastructure projects can not meet the requirements ofthe rapid development of China’s infrastructure projects, so as to solve the problems exist inthe infrastructure projects, the study proposes the BLT (Build-Lease-Transfer) mode as a newFinancing and Construction mode to explore the construction of the infrastructure projects inour country.As a derivative model of the traditional BOT mode, the application time of BLT mode isshort, the practices of which is still in the exploratory stage currentl. In practice the operationoften considered as the composite application of EPC mode or BOT mode and FinancialLeasing, lack of normative theoretical guidance.Based on the above analysis, this thesis attempts to study the mechanism of BLT mode,applying the system engineering theory and methods in modern Industrial Engineering, to geta comprehensive grasp of the rule and the standard operating procedure of BLT mode. Thenguide the application of BLT mode in infrastructure projects, providing an available path forreference to solve the problems of infrastructure projects in our country. Research ideas are asfollows:Firstly, the thesis reviews and assesses the current documentation and development statusof Financing and Construction mode of the infrastructure projects, the operating mechanism,the applications of the BLT mode, the applications of the theory and methods of IndustrialEngineering in the non-manufacturing and other aspects. Studying from the concept,originand application analysis of the BLT mode, the concept of BLT infrastructure projects isdefined and summarized.Then get a clear distinction between BLT mode and general BOTmode or Financial Leasing mode through the comparative analysis, to make the thoreticalgroundwork for the BLT model in the infrastructure projects.Secondly, this thesis intends to adopt the Financing Leasing model to solve the financingin infrastructure projects of our country, through the analysis of status of the ConstructionFinancing existing in the infrastructure projects. Thus on the basis of the existing policy andlegal documents, combining the infrastructure projects operational characteristics andadvantages of the BLT mode, the thesis analyzes the necessity of the use of the BLT mode ininfrastructure projects. Thirdly, the thesis builds the operation mechanism of the BLT infrastructure projects bythe use of system engineering methods. On the basis of the analysis of participations and therelationship in BLT infrastructure projects as well as the main contracts system, using systemengineering ideas, and the Hall three-dimensional structure modeling, the thesis constructs theoperation mode for BLT infrastructure projects. Thus based on mechanism design theory andorganizational theory a conceptual operation mechanism model is constructed for BLTinfrastructure projects, at the same time, the motivation of operations in the internalorganizational systems is analyzed applying the coupling ideas.Lastly, the thesis proposes the optimization programs of the operation mechanism in BLTinfrastructure projects. In this part, the thesis analyzes the meaning and significance of BLToperation mechanism optimization; establishes the optimization model for the operationmechanism in BLT infrastructure projects; explore the feasibility of IE in the running systemof BLT infrastructure projects, and proposes the embodiments of operation processimprovement in infrastructure projects using the analytical techniques in IE.
