According to the national industry and ministry statistics in2012, China’s smalland medium-sized enterprises contributed more than60%of GDP in our country,create80%of the employment, small and medium-sized enterprises in the status ofChina’s economic development is becoming more and more important. The currentfinancing difficulties of small and medium-sized enterprises is the key to thedevelopment of small and medium-sized enterprises, the credit guarantee companycan strengthen the credit of small and medium-sized enterprise, relieves thenumerous small and medium-sized enterprise loan difficult problem. However, thecredit guarantee companies exist some risk promblem such as long regulation,internal operational irregularities, and backward management, company risk controlproblems such as backward, risk is increasingly exposed, how to establish aneffective guarantee to operational risk management system is the key to thesustainable development of guarantee companies.The significance of risk management in the financing guarantee companiesincreasingly prominent, this paper takes Jilin province huaxing taifeng creditguarantee companies as the main research object, through the analysis of thecompany’s management present situation, found that the company has a lot of risksin the operation, according to the source of risk classification can facilitate theeffective management of the risk, find company mainly include: from the guaranteethe customer’s risk of default, the guarantor’s credit risk, guarantee agency’s owninternal control risk, cooperative bank of asymmetric information risk, externaloperating environment of the market and policy risk. Huaxing taifeng company existing risk management consciousness is not strong, lack of human resources ofthe internal environment, lack of supervision and internal control mechanism,business process become a mere formality, credit evaluation method of creditinformation system defects of backward, backward risk management tools, riskresponse not take enough risk reserve, external environment and guaranteemechanism is not sound, etc. By analyzing these problems, found companyneglected in risk management, the lack of long-term strategic planning.Combining huaxing taifeng credit guarantee company operational riskmanagement status, consult the COSO risk management theory, design suitable forthe company’s operational risk management solution.
