Affecting Rural Household Consumption Constraint Factors And Countermeasures

To maintain the stable and rapid development of economic is the primary task of the government economic work, but the shrinking of international market demand has an adverse impact on the development of economic, so to expand domestic demand, especially the consumer demand, and to enhance the effect of domestic demand for promoting economic growth are the origin of force for the current economic growth. As occupying a proportion of50.32%of the total national population, the rural residents are the biggest and the most potential consumer groups in China, once the enormous effect of the rural consumption market for domestic demand is launched, it will become a lasting power to promote China’s economic growth.In order to put forward pertinent solutions and provide theoretical and policy basis, this paper uses the theory of consumption economy, with the related methods of linking theory with practice and literature research, starting from the point of the analysis of data, to conduct a more comprehensive analysis and explore on the characteristics of consumption of China’s rural residents, the development status and restricting factors. We look forward to, theory and policy basis for the start of the rural consumer market.As one of the three driving force, consumption has an important affect on economic growth. It mainly reflects in the following aspects:consumption has direct and indirect function in boosting economic growth; consumption will be able to create manpower resource for production development, so that can create social productive forces; from the perspective of balance, consumption plays the role of "automatic voltage regulator", which can prevent greatly fluctuation for the national economy.At present, the structure of the consumption of the rural residents tends to be optimized from vertical perspective. It transforms from the survival to developmental and enjoyable type, the ratio of mental consumption rises and the proportion of material consumption declines. The correlation of consumption market of urban residents with the development of economic is higher than that of consumption market of rural residents for the reason that the domestic consumption market itself is a "dual structure" consumption market. The consumption structure of rural residents and urban residents has many variances from the transverse investigation, mainly in the aspects of family equipment, service and communications. The fatigued and weak of the rural market restrict the rise of overall consumption level and influence the development of national economic.Based on the characteristics and the status quo of rural residents’consumption, this paper analyzes many restricted factors such as the income of rural residents, social security system, the supply of rural public product, the loan conditions, and the consumption idea of rural residents and so on. The income and social security system affect mostly among those factors. In view of this series of reasons, starting from the practical situation of domestic consumption and combining with hot topics of today’s society of "the people’s livelihood", this paper proposes measures to improve the level of consumption of rural residents from the aspects of increasing the rural people’s income and completing social security system. At the same time, we provide related countermeasures from professional point of view.The current key point of the economic development is to adjust structure and transform the way, aiming to change the economic development model that turns it from mainly rely on export trade to pay equal attention to overseas market demand and domestic demand and lay equal stress on consumption and investment. I hope that this research can not only enrich the development of the theory of consumption, but also to profit our government to formulate correct consumption policy, to make effective measures to improve the farmers’income, to perfect the social security system in rural residents, and to solve the three agricultural problems and so on, which can help to start the rural consumption market and realize the coordinated development between urban and rural areas, and further promote the healthy development of national economy.
