Procurement Management Research Of NX Petrochemical Project In EPC General Contracting Mode

With the rapid growth of our economy and the continuous improvement of people’s living standard, the demand for energy is increasingly strong, and petroleum is getting more and more close to public life. However, after extraction and excavation for hundreds of years, oil resources are gradually drying up, and, under the circumstance that international energy crisis may be triggered at any moment, the countries in the world are continuously improving the petroleum refining and production process, to ensure that the existing resources can maintain the production and living needs of the people. With the continuous improvement of petroleum production process by modern technology, large petroleum companies are all striving to increase production capacity and to construct large integrated oil refining projects. Assembly battle mode had been adopted for petroleum engineering construction of at the beginning of development in the 1960s; after decades of development and reform, petroleum engineering is developing towards international construction mode, i.e. EPC factory general contracting construction mode.As one of the three important links in the EPC general contracting mode, procurement management plays the connecting role in engineering project construction, therefore, procurement management relates to the success of project construction. In the construction of engineering project, procurement management directly affects the engineering quality, safety and investment cost of the project. Many engineering general contracting enterprises have a common understanding on its importance and have invested a lot of manpower and financial resources. After introduced from abroad, EPC general contracting mode has some variations in practical application in domestic oil refining industry, EPC factory general contracting mode has not been widely recognized by owners, and procurement management and its implementation under general contracting mode lack planning, scientificity and systematicness, therefore, presently, procurement management has become one of management difficulties most easily to miss in general contracting management model of domestic engineering enterprises.Having been engaged in the procurement management in EPC general contracting engineering enterprises for over ten years in two industries including electric power industry and petrochemical industry successively, the author has his own independent views and opinions and has obtained certain results through application and practice. In the thesis, author’s research object is NX oil refinery project procurement management of EPC general contracting, depth analysis various processes and steps of the project procurement management, summary and analysis project procurement management encountered problems, and put forward the corresponding solutions. At the end of this paper, summarizes five critical success factors—Purchasing process management, Suppliers management, Materials plan management, Centralized purchasing management and Risk management—for the oil refinery and petrochemical EPC project procurement management.For follow-up project construction reference.
