Under the background of deepening reform in an all-round way from the 18th CPC National Congress, a new round of reform of electric system is to further break the monopoly of the power system, to rationalize the relationship between the market subject and the regulator and to form a more transparent, opener mechanism of marketization. The operation environment of grid enterprises will further turn to marketization. The Alsha Electric Power Bureau, as a dominant electricity supplier in the Alsha League, the power consumption of high energy-loaded subscribers’accounts for over 80% of the total sold-out electricity; while the Administration is facing the competition of market share from power plants and a larger number of distributed energy resources. The relationship between supply and demand in the power market is experiencing a dramatic change. The Alsha Electric Power Bureau should no longer rely on its dominance due to previous monopoly. As the grid enterprises face similar external environment and previous profit model, it is necessary to seek for a new development model. However, as an underdeveloped area, the Alsha League, has many debts from grid construction, and has restrictions like weak foundation of grids, lack of advanced equipments and insufficient employee qualification. Influenced by the traditional operation idea that state-owned enterprises always make profits, the emphasis of enterprise management is to only avoid any accidents; and the administrators lack systematic planning and strategic thoughts, leaving insufficient momentum for the enterprise and difficulties in adapting to the needs of reform and development.This paper aims to study the development strategies of Alsha Electric Power Bureau under new circumstances via relevant theories and the author’s work experience. The author tries to analyze and classify current problems to explore an efficient model suitable for the Administration’s development, which is hoping to have sustainable advantages in market competition.
