Research On Development And Utilization Mechanism And Policy About Fishery Resources Of The Off The Coast Of The South China Sea

Developing off the coast fishery is the inevitable way to deal with the recession of offshore fishery resources. To do this, The file<Several Opinions about The State Council on promoting the development of Marine fishery sustainable and healthy >(guo fa[2013]11)puts forward the production policy”Control offshore, Expand off the coast,Develop Ocean”, the policy promotes the developent of the off coast on the agenda at the national level.The developmeng and utilization about the fishery resources of offshore of the south China facing unprecedented good opportunities as the “sea power”strategy is put forward on the eighteenth meeting of Our Party and the State Council approved the establishment of Sansha city of Hannan province.However, current status of fishery resources development and utilization of off the coast of the south China sea is worring. Sea catches proportion is too small, unreasonable structure of operation, "solo" mode of development of development main body, the disorder and low efficiency of the development and utilization, and frequent foreign affairs cast overshadowed on the development of off coast of fishery of the south China. Therefore, expand off coast of fishery of the south China and promote its development and utilization scientificly, reasonably, orderly and effectivly much-needed theoretical guidance of mechanism construction and policy research.Based on defining the relevant concepts of offshore of South China, in order to the externality theory, sustainable development theory, new institutional economics theory,governance theory and game theory as the theoretical basis, this paper expounds its status quo and existing problems. And then constructing development and utilization of mechanism, putting forward the suggestions what promote the fishery which off the coast of the south China scientific and orderly development. The paper is divided into six chapters, the five most:The first part is introduction. Introduced background, significance, research methods,technical route, innovation and deficiency about this paper as also as research progress both at home and abroad about this topic, and make the corresponding evaluation.The second part describes several related concepts and theoretical basis of the research. The article differentiate the concepts from the offshore, off the coast, offshorefishery, fishery, fishery off the coast, south China sea fisheries zoning, fishery in the south China sea off the coast, then defines the research scope of this article.The third part describes the present situation of development and utilization. Using literature research, comparative study, empirical survey research methods to study the situation of the exploitation and utilization of fishery resources, illustrates some problems such as the single main body, unreasonable operating structure, disorderly and inefficiency of exploitation, lack of effective development and utilization of mechanism and the lack of special policy support and so on.The fourth part is the development and utilization of mechanism construction.Constructed multiple subject coordination mechanism control by the government based on the above content, reshape or design its basic framework, dominant mechanism, auxiliary mechanism and participation mechanism; from the region partition angle, building the development and utilization mechanism at the dispute and the disputed area respectively;from the specific content, in the concrete with resources investigation mechanism, resource sharing mechanism, coping mechanism and protection mechanism of sustainable development and utilization.Finally, put forward policy Suggestions about sustainable development of fishery resources.
