| The 18 Congress of the CPC report pointed that it’s will reach the equalization of basic public services overall goal at 2020. Equalization of urban and rural public pension system is an important part of basic public services, and also an important strategic decision to narrow the gap between urban and rural areas. The degree of population aging of Shandong Province is growing higher and presents the characteristics of urban and rural inverted. In addition, the rural pension substitute and payment is low and the gap exist between urban and rural. Therefore, the status quo and how to achieve of the equalization of urban and rural public pension system in Shandong Province is worth studying.Equalization study of urban and rural public pension system in Shandong Province bases relative indicators index analysis, normative and empirical analysis and comparison analysis. Firstly, on this basic of the equalization of urban and rural public pension system status and theoretical study, proposed the content and criteria of the equalization of urban and rural public pension system. Secondly, to analyse the opportunities, process and the results of the urban and rural public pension system, concluded that it is non-equal between urban and rural. Again, to study the cause of the non-equal, draw the conclusion that the design differences, differences on the run, and other relevant factors are the reasons which led to the current non-equal in Shandong urban and rural public pension system. Finally, based on the analysis of the support conditions and implementation path, the Suggestions as follows: improving the social endowment insurance system design and operation mechanism in rural areas, Stablishing and improving the mechanisms for the expression of social pension insurance needs for the rural residents; Straighten out the financial management system and innovative financial transfer payment system; Increasing the income of rural residents. |
