With the rapid growth of tourism, hotel industry is now surging forward. The market competition forces hotel manager to combine scientific management with benefits.Traditional industry competition does not equate with the competition of modern service industry, the key to success lies in a modern hotel services, which is completely determined by the employees, the focus of hotel management should shift from the rigid rules and regulations to the people-oriented management style, it is a real employee-centric way, and it takes the hotel staff as the owner of the hotel, which gradually foster employees’loyalty, so the hotel staff could sincerely contribute to hotel, Hotel management should be combined with the actual business of its own in a people-oriented management philosophy. So it is the modern hotel industry to optimize the service. And the people-based management thought roots in the basis of the traditional culture of the Chinese nation, traditional culture precipitated by the five thousand-year history, business management ideas should be extracted from its essence, and past serves the present.Dongying Hotel, as a comprehensive garden-style reception base, provides lodging, dining, entertainment, shopping and travelilng.in the 21st century with rapid development and changes, in order to occupy a place in the hotel industry, Dongying Hotel should have advancing management philosophy to manage staff and unite staff in addition to first-class service processes, systems, strict rules and regulations. In the process of human resources management, Dongying Hotel requires people-based managementin with special needs, looking from the service objectives, there is no alternative but to provide services in Dongying Hotel. From the service contents, it is to provide a full range of service. From the service measures, it shows with no power. From the development environment, it is facing fierce competition in the market. And from the perspective of the main services, it is labor intensive enterprises. All these proves that without the support of people-based management and its system, it is impossible to adapt the latest demand in the rapid changes, making it hard to survive in the fierce competition.As a matter of fact, Dongying Hotel have introduced people-based management methods, which has achieved good results, management efficiency and effectiveness has also been increased and enhanced, and economic efficiency has also been improved, while, the implementation of people-based management policies leads to many shortcomings exposed during operation. In this study, according to Dongying Hotel people-based management situation and interviews conducted by managers and junior staff, combined with the situation in the implementation of people-based management, we formulate the Dongying Hotel people-based Management Survey questionnaire, then the staff conducted a survey questionnaire, combined questionnaire result, the problems of the people-based management as follows, first of all, managers as the subject rely too much on administrative measures, gradually killing employees’ initiative and creativity. Secondly, employees as the object can’t get enough trust and motivation. Next, the lack of effective way of communication makes it hard to find out the best solution for a thing. Furthermore, the ignorance of employees’career life would go against with the goal of benefiting both companies and personals. Last but not the least; employees are not able to accomplish self-improvement if there is a lack of enterprise culture.According to the shortcomings in the process of people-based management, this study proposes the following measures, Dongying Hotel puts the method of person-based management in the process of hotel management, and employees should be supplied with life guarantee as well as welfares. Only in this way can managers gain their trust, considering Dongying Hotel to be reliable. At the same time, an effective communication system should be built. Meanwhile, researches about employees’requirement are a must. It is urgent to set career plan for them in order to reach the goal. Teamwork is also a necessity. " AUF model" can be utilized to make the hotel a true team where managers should play a leading role in the team. Finally, by constructing excellent enterprise culture, core competitiveness should be formed to reach the harmonious development among employees, Dongying Hotel and the society.This paper is divided into five chapter’s altogether. The first chapter is about research background, purpose, significance, research methods. The second chapter reviewed the current situations of people-based management, also analyzed domestic and foreign research literature, and it elaborated the definition, content, elements of people-based management theory, career management theory and behavioral science theory, which is helpful to the research for Dongying Hotel people-based management and provides a theoretical basis. The third chapter is about empirical research of Dongying Hotel people-based management.A questionnaire is designed for Dongying staff, and it described the current situation about the staff. Due to the answers to the questionnaire, it analyzed the problems of Dongying Hotel people-based management. Combined theoretical basis and the current situation and problems of Dongying Hotel people-based management, the forth chapter summed Dongying Hotel people-based management countermeasures and application. The fifth chapter summarized the result, and also described the main conclusions of this study as well as the contribution to the hotel people-based management theory, then it put forward a way to research for people management in the hotel industry in a micro and specific aspect.On the basis of previous studies, through interviews and research methods, qualitative and quantitative research method, the accuracy and applicability of the results of the study have greater assurance. Most of the literature in China is in terms of the hotel humane management, while the scope of research for people-based management should be larger than that, and people-based management in China has deep historical basis, past serve the present, which makes the fine traditional culture famous, which plays a great part in hotel industry people-based management application.
