In recent years,the financial consumer rights protection works are gradually developping in China. All regulators have set up departments of the financial consumer rights protection and clarified the relevant responsibilities further. Although administrative rules and relevant work are to be more perfect, some special laws and regulations are not issued, the basis of coordination mechanism is not established, the financial consumption environment is poorer.This paper consider that with deepening of the bankcard integrated service platform function,and the rapid growth of consumption amount and card transactions,and strengthening awareness of bankcard consumer self-protection and defense,the complaining dispute and litigation cases continue to increase, the bankcard consumer rights protection work become the benign path to promote the development of bankcard industry from the consumer perspective.This paper puts forward that the bank card consumer is a sub set of financial consumers, Bank card consumer wide exists, Refinement bank card consumer can be classified, Bank card consumer is passive. The scope of bankcard consumer rights protection in issuing, using, acceptting card is staggering, which correspond the analysis of the "Stakeholder, economic man hypothesis, public regulation, the weak protection" theory.By means of expounding the status quo of the bankcard consumer rights protection work,and the statistic bankcard consumer’s complaints in Changzhou. This paper put forward that the phenomenon of the damage to the consumers’ various rights exists to varying degrees. The reasons are that the objective factor is the weak bank card consumption environment and the subjective factor is lack of consumer financial literacy. This paper puts forward the countermeasures andsuggestions of bank card consumer rights protection work, such as building a robust groundwork for bank card consumer protection law system, establishing the subject of bank card consumer rights protection work, to make clear the specific content of bank card consumer rights protection, improving the bank card consumer rights protection mechanism, promoting the bank card consumer awareness of self-protection.
