Over the past 20-odd years since the introduction of reform and opening-up, China has achieved great results in economic development. But,on the crucial issuesof urban-rural gap,rural development and market system that are related to the overall development of China and the success or failure of China’s modernization, we never solve them, but make them become more serious.In order to narrow the gap between urban and rural areas and solve the problem that rural development is comparatively slow, up to now, the "NO.1 Central Documents" that the CPC Central Committeehas releasedfor 10 years in succession all focus on the rural problem, they guide us in the fields of deepening the reform of rural land system, acceleratingthe innovation ofrural financial system, improvingthe city-country integrate system. At the Third Plenary Session of the Eighteenth Central Committee of the CPC, the CPC Central Committee proposed to give farmers more property rights, to establish the rural property trading market. As can be seen, the construction of rural property trading market is a problem of great urgency; it seems to open a new door for rural economic development and show an exciting road for the sleeping rural capital.In recent years, rural property trading markets develop rapidly; regional rural property trading platforms emergeconstantlyacross the country. As the Guangxi comprehensive reform experimentzone, YulinCity, not to be behind, build anagriculture equity exchange.By becoming the national rural reform experiment zone, it explores to establish the "Yulin Model" of rural property transaction. Based on the theory of property rights, this thesis summarizes and analyzes the problems of rural property transaction in Yulin city, after extracting the experience from the other regions, it proposes the practical solution. This thesis argues that the construction of rural property transaction should to be divided into three steps; the full text is divided into five parts.First, introduce the full text of the research background, significance, research methods, content and innovation.Second, this thesis analyzes the problems of rural property transaction in Yulin city in-depth. After introducing the development background of rural property transaction in Yulin city, it findsfive problems then analyzesthe causes, such as economy, system and concept.Third, this thesis considers the advanced experience of property rights transaction from other regions, and summariesreferential experience.Fourth, design the solution of this problem. In this thesis, the construction of rural property trading market needs to follow the three-step development strategy, firstly, to improve the existing trading market; secondly, to broaden the channel of mortgage financingof rural property; thirdly,to achieve securitization of rural property. Then, this thesis elaborates the solution from the support of external environment, internal reform, security conditions, etc.Fifth, analyze the feasibility of the effect of the solution, then estimate the possible problems and propose some counter-measures.
