Research On The Historical Investigation And Practical Significance Of The Chinese Communist Party’s Rural Land Policies

China is a traditional agricultural country, with farmers taking the largest proportion of its population. Therefore the fairly well-off living won’t be realized throughout the country unless it is realized among the most farmers and so won’t the modernization of economy. The issue of farmers is the primary issue in the revolution and construction in China as farmers are the main force for it while the key of the issue of farmers is the land issue. Agriculture is the base for national economy, which is related with the life steadiness of people and the smooth development of the whole social production. So the various policies proposed for the three issues of agriculture(farmers, farming and the country) have all-important research significance, especially the rural land policies.In China, a country with a long feudal history, land ownership has always been the urgent desire of the farmers during the long historical developing process. Land issue was the core issue in a feudal society and the key factor for social contradictions. So Chinese Communist Party has put much emphasis on land issue since establishment, regarding it as the core and basic issue in Chinese revolutions. They adjusted land policies timely and effectively according to the needs of farmers and the specific situations in different historical periods, with great achievements made. This was a result of the maintenance of a close relationship between the Party with the masses and the active implementation of the mass line starting from the fundamental interests of the masses. Today the land policies were significant for the development of agricultural economy, maintenance of social steadiness in the country, comprehensive building of the well-to-do society and the construction of Socialist Modernization. Systematic combing and investigation of the land policies of the Party as well as the conclusion of experiences were helpful for a better understanding about the practical situation of our current rural land issue and the settlement of the existing rural land issues. So this paper was aimed at the comprehensive and detailed examination on the evolution history of the Party’s rural land policies, conclusion of experience and lessons and the providing of positive reference for the improvement of land policies.This paper researched the evolution history of the rural land policies of the Party through time dimension, specifically including the following four parts: introduction, which stated the research background and meaning, research situation, research idea and the original or difficult points of the paper; the first part, which focused on the rural land polices of the Party before the set up of new China and elaborated the historical background, main content and historical meaning of land policies in the periods of the Great Revolution, Agrarian Revolution, the anti-Japanese war and the Liberation War; the second part focused on the rural land polices of the Party after the set up of new China and discussed the historical background, main content and historical meaning of land policies in the early days after establishment of new China, after the socialist transformation, after the reform and opening-up policy and in the new period; the third part focused on the practical significance and found the practical significance of the Party’s rural land policies based on the above.
