Comprehensive budget management is an advanced control method in enterprise management,occupying the central position in the control system,nowadays,most of the enterprises in the world are using this management method,and have achieved some success,Since the 1990 s,a number of medium-sized enterprise groups in China have begun using the comprehensive budget management,Relevant departments have issued some documents:《Basic norm about State-owned enterprises to establish and strengthen existing enterprise system management 》,《Guidance on the implementation of financial budget management in enterprise》、《Measures of state-owned capital and financial management》.Requirements for state-owned enterprises should implement comprehensive budget including financial budget according to their actual situation. Overall, the comprehensive budget management plays a certain role in business management,but an important question is that corporate strategy and business development budget is separate,the result is budget lacking of guides of strategies,development strategy can not be perform effectively.Base on strategic budget management,balanced scorecard and other theories,a comprehensive analysis of the prevailing questions of budget management,strategic management of Chinese enterprises,using some methods such as specification research and case analysis,combining qualitative and quantitative method to explore the relationship between the business development strategy and budget management.the Balanced Scorecard as a link and applying strategy map,strategic objectives convert into the Key Performance Indicators including financial,internal processes,learning and customers by the Balanced Scorecard.In this way,as a basis for budgeting,integrating enterprise development strategies and budget management,for China Railway Construction Corporation as a case,elaborated the process, procedures and questions that should be noted in achieving enterprise development strategies and budget management Integration of construction enterprise.
