With the deepening development of market economy system reform in our country, our country construction enterprise show a new development of the diversity and more changes in appearance, Foreign construction enterprises also gradually participate in the construction of our country, so the competition between construction enterprises is stronger and stronger. In the face of the fierce market competition,only the construction enterprise provide society with high quality, short construction period and low cost of construction products can it stand out in the fierce market competition. In order to provide high quality, short construction period and low cost of construction products, the construction enterprise is not only need to adopt new technology, new craft but also need to adopt more effective project cost management to decrease the cost of construction project. Whether to adopt new technology, new technology, or effective project management, its fundamental purpose is to reduce cost and obtain economic benefits. Thus the construction project cost management is the key factor restricting the development of the enterprise. How to control construction project cost has become the focus of construction enterprises.This article first to summarize related literature at home and abroad, and explain the related concepts and theory of construction project cost and construction project cost management, and laid a theoretical foundation for the following research. Then analysis the status and existing problems of the construction enterprise project cost management of our country, and found the problems existing in the construction enterprises in the project cost management. The problems mainly exist in the backward concepts of cost management, legal consciousness, low level of contract management, outdated construction technology, less material cost control, low utilization rate of mechanical equipment, weak basis of accounting and abscured cost management responsibility, the lack of cost analysis and so on. And based on this that this paper puts forward some countermeasures for the construction enterprise construction project cost management optimizations, establishing the new cost management idea, strengthening contract management, adhering to independent innovation, improving product quality, strengthening the management of material, improving the machine utilization, strengthening cost accounting, and establishing and perfecting the combination of responsibility, right, profit of the cost management system; and then conceived Shao Heng railway project cost control as an example to elaborate the use of construction project cost management countermeasure, finally, summarizes the full text, point out the insufficient of research, and put forward the prospect.
