As Beijing-Tianjin-Hebei collaboratively has developed to a national strategic height, it again became the focus of people’s attention.During the progress of Beijing-Tianjin-Hebei integration, we must coordinate, handle, and integrate all resources including logistics, capital flow, information flow and human resource. Of all, it is critical to integrate human resource effectively, because it is a direct factor to determine whether the Beijing-Tianjin-Hebei integration can come true smoothly. But the current human resources in Hebei province is: Human resources is rich in quantity but low in the overall quality, most of which has not accepted strict occupation training, and in relatively low technology; The structure of talent level is relatively low, and the competitiveness of human resources is weak; Human resources management level in Hebei province is low, and is lack of occupation standard system. Professional standard system is of vacuum, conflict, unclear failure etc. The result of which is that the lack of spirit and occupation moral, unclear of occupation duty, that the product quality is in different level, and the overall service is poor. Which seriously affect the development of economic in Hebei province. So a perfect professional standard system needed to be built to improve the quality of human resource in Hebei Province, to qualify the employees, occupation training, to improve the skill level and human resources competition ability.
