The Research On Effect Of Rural Credit Cooperatives Reform Supporting The Development Of Rural Areas

As the releasing of policies related to encourage the development of rural financial service system, the rural finance has gotten better faster development, market-oriented financial system has been preliminarily established, enriched products constantly and expanded the scale, the accelerating innovation and main body of market participate broadly and a clear division of responsibilities, the economy system of rural financial market has established in our country. The rural credit cooperatives play an important part of rural financial system in supporting rural social economic development, also, playing a very important role in realizing the agricultural modernization, increasing farmers’ income. Combined with the situation of current development of China’s "three rural", by the effect research of rural credit cooperatives reform supporting the development of the "three rural", it has the meaning of strategic significantly in the integration of urban and rural economic development and promoting the rapid development of national economy for our country.For the effect research of rural finance reform and innovation promoting the development of the "three rural", most scholars are based on the perspective of financial markets for research by the path, the influence degree, the market segmentation excepted, so, there would be no analysis about the effect research of rural credit cooperatives reform supporting the development of "three rural". Based on the reform of rural credit cooperatives, this paper takes the province of An Hui as the research object, summarizes the achievements of rural credit cooperatives reform and innovation in recent years, the deficiencies, as well as the attentions needed in the process of reform, on the basis of the theory analysis, collecting date, combined with profession knowledge, giving the change of effect of rural credit cooperatives reform supporting the development of "three rural" in the process of innovation, and putting forward constructive policies and suggestions of rural credit cooperatives supporting agriculture.This thesis includes eight chapter, main contents of each chapter are as follows:Chapter one is an introduction, demonstrates the background, purpose, significance, framework, content of this research. Literature review at demostic and abroad, scholars and experts mainly explain the influence of rural credit cooperatives reform to the countryside, agriculture and farmers from the aspect of the rural financial reform.The second chapter is the related theoretical foundation including two parts. the first part is the definition of relevant concepts such as the rural credit cooperatives, financial reform, the support of financial, agricultural problems and agricultural loans. The theoretical basis of the rural credit reform supporting the development of the "three rural" include agricultural credit subsidy theory, rural financial market theory, imperfect competition market theory and the analysis of local knowledge paradigm mainly. The rural financial related theory includes the function theory of production and endogenous growth model. At last, analysis the feasibility of improving the effect of rural credit cooperatives supporting agriculture by cost-benefit theory.The third chapter is about the development course of rural credit cooperatives and the summaries of reform. Firstly discuss the process of rural credit cooperatives in China from the inception to the present. Then it will have an inadequate understanding of cooperative financial development from the background of reform, current development, the reform results which are achieved, obstacles and insufficient by choosing an example of the rural credit cooperatives in An Hui. Again describe the path of research for rural credit cooperatives reform to "three rural" development by the specific case in An Hui, taking measures for the problems existing in the reform.The forth chapter is the effect research on the rural credit cooperatives reform supporting the development of the "three rural" in An Hui. This part is the core of the article and divided into three parts:the first part is the general situation of reform by rural credit cooperatives, analysis the condition of supporting agriculture in domestic and An Hui. Secondly, establish and explain the indicators about the effect supporting the agriculture. The last part is the research conclusion, analysis the change of rural credit cooperatives supporting the "three rural" development combining the theory of industry economics related knowledge as the example of cooperative finance in An Hui province.The fifth chapter is the cause analysis on weakening of rural credit cooperatives supporting agriculture. This part explains the weakening reason of rural credit cooperatives supporting agriculture from different aspects.The sixth. chapter is the reference of rural financial system supporting agriculture in foreign.The chapter seven is the policy and advice of improving the effect of rural credit cooperatives and other financial cooperation supporting the agriculture.The chapter eight is the research conclusion and prospect.The innovation of the article:(1) this paper analyzed the necessity and the urgency to improving the rural credit cooperatives combined with case analysis from the perspective of rural credit cooperation supporting rural economic development;(2) explain the specific changes of rural credit cooperatives reform supporting agriculture by using a variety of econometric analysis methods; (3)taking An Hui province as an example makes the conclusion having a certain practical significance from the perspective of rural credit cooperative reform.
