Comprehensive budget management is an important part in modern enterprise management. It absorbed many successful experience from advanced enterprises in western developed countries. As a modern enterprise management mode, it is useful to promote the standardization of internal management system, perfect the internal control, manage enterprise strategic target, optimize the allocation of resources and create the biggest economic benefit. Large enterprise groups have hierarchical structure and large range management, so the requirement of enterprise management is more importent. Under the new situation of the financial development strategy that the modern enterprise group should put forward deeply in the enterprise value creation, the value chain management and financial management based on value management system to guide enterprises achieve maximum value, promoting and improving the comprehensive budget management system is benefit for the promotion of enterprises’value creation and sustainable and healthy development.With SD communication company as an example, based on the added value of economic theory, strategic financial theory and comprehensive budget management theory, combined with the specific work, this paper analysis the implementation of SD communication company’s comprehensive budget management, sum up experience and find the shortage. The purpose is to slove some solution and approaches about how to establish the comprehensive budget management system and get some conclusion on the basis of the comprehensive budget management practice in these years, which is useful to make some contribution on the comprehensive budget management.
