The Research On Foreign Financial Regulation In Shandong Province

As the degree of financial industry opening to the outside world deepened increasing and investment environment improving, more and more foreign financial institutions have entered China’s financial markets to set up representative offices, establish branches, share Chinese-funded financial institutions etc. As a large economy province in the east coastal region of China, since Shandong province announced<Several opinions on accelerating the development of financial reform> and put forward "accelerate the financial opening to the outside world, create a good environment for the development of financial industry" a big target, Shandong province has deepened reform of the financial industry, and try hard to build a promised land to attract foreign financial institutions. As the foreign financial institutions have contributed to the prosperity of Shandong Province’s financial markets with high-quality financial services, advanced management experience, with the continuous expansion of the scale of foreign financial capital, it will bring considerable uncertainty for Economic field and financial industry in Shandong Province, the local government has a lot work to do in perfecting the Security Mechanism, market structure, dispute settlement mechanism and so on. Faced with further economic and financial globalization, it has become an urgent research topic to establish enforceable foreign financial regulation, Strengthen and perfect law environment of foreign financial institutions and gradually have discourse power matched with other status in the international market.In this paper, firstly the relevant research results in the field has carried on the review and comment, on the basic of this research put forward this research ideas and innovations in this paper; Secondly, this paper defines and further discusses relevant concepts about Regulation, Market failure and Foreign Financial Regulation, and elaborates the basic theories related to Foreign Financial Regulation Studies; Thirdly, based on the analysis and comparison of foreign financial status of the countries (regions), it is in order to find out the problems and causes of foreign financial regulation in Shandong province; Fourthly, according to China’s national conditions, Shandong Province’s situations and the international advanced experience, it is proposed the principles needs to follow on the foreign financial regulation construction in Shandong Province, from access,operation,exit three aspects, put forward regulation optimization suggestions such as control source and quantity, adjust regional distribution, quantify evaluation criteria, refine operation index, establish of early warning and risk evading mechanism and so on, and the guarantee of the implementation of regulation.The innovation of this paper lies in:(1)From the angle of regulation economics, this paper catches sight of foreign financial regulation problem in Shangdong Province and explores the causes of the problem through comparison and analysis.(2)It will be inspired from other countries experiences, and proposed regional foreign financial regulation construction procedures and policy recommendations for Shandong province.
