Study On The New Type Of Rural Community Construction In The Context Of Urbanization

The existence of "two element system" between urban and rural widens their development and causes the polarization between the rich and poor, which seriously constraints the developing of the construction of our comparatively well-off society and social modernization and also becomes a stumbling block on the way of urbanization. As a key point and breakthrough of urbanization, the new rural community construction which differs from the urban function of traditional rural community is beneficial to the optimization and development of urbanization system and is the cornerstone of the realization of ”three synchronization” between industrialization, urbanization and agricultural modernization. In recent years, our country has successively promulgates a number of policies and measures to support the development of "three agriculture" and speed up the new rural community construction. At present, although the new rural community construction is carried out in full swing and some rural residents have moved to new homes, various problems and difficulties still exist. Based on the comprehensive analysis of new rural community construction under the background of urbanization and the difficulties in the process, the article puts forward some countermeasures and suggestions so as to promote the new rural community construction and realize the stable and healthy development of society and enable people to live and woke in peace.Besides the introduction, four parts included:The first part explains the concept of the construction of urbanization and new rural community construction, illustrates the outline of government behavior theory, people-oriented theory and the theory of coordinated development, summarizes the relationship between urbanization and new rural community construction.The second part introduces the background, significance, content and mode of new rural community construction. The significance of new rural community construction is greatly important. It helps to speed up the process of urban-rural integration, promote the urbanization construction and development of rural economy and improve the life quality of residents. It is not only beneficial to improve the living environment, save the land resources, but also strengthen the social management and maintain social stability. New rural community construction includes the community economic construction, political construction, cultural construction, public service, and peace building. There are mainly four kinds of new rural community construction: the model village and building type, a village of a service type, the township and village enterprises driven construction type.The third part, based on the analysis of the present situation of new rural community construction in Zhangqiu City, the existing problems and reasons are summarized. The main problems contain community planning and mismanagement, land acquisition contradictions, lag of infrastructure, imperfect public service and unevenly industrial development. The related reasons consist of the government mismanagement, community resources shortage, lack of rights consciousness and the imperfect management mechanism.Some countermeasures and suggestions are put forward in the fourth part to speed up the construction of the new rural community, which include strengthening the organization and leadership, promoting the implementation of the work; scientific planning and design, improving construction standards; adhering to the people-oriented, completing the mass work; increasing investment, integration of village resources; accelerating the development of industry, improving the quality of life and public service, and perfecting security system.
