The high-tech enterprise is a kind of new intelligence-intensive enterprise which regards the technology production, creation and usage as the main forms, emphasizes the accumulation and usage of special human resources, and pursuit the continuous innovation, with higher demand for creative and initiative talents. Compared with the traditional knowledge workers and non-knowledge workers, the new-knowledge generation workers have some differences in terms of values, ideas, etc., their thinking are more active and creative, the new generation of knowledge workers in high-tech enterprises in this feature is especially distinct, as the main force in the development and knowledge creation of high-tech enterprises, this kind of workers is the key to make the high-tech enterprises to achieve sustained competitiveness. Due to effected by multiple factors such as the age and social environment etc., compared to the traditional knowledge workers and non-knowledge workers they have some differences in personality traits, values and ideas, etc., and brings new challenges on the traditional enterprise management philosophy and motivation approach. The high worker turnover of the new-knowledge generation of high-tech enterprises can result the company’s technology leakage and wastage to a certain extent. Therefore, the high-tech companies should pay much more attention on how to retain and attract the new generation of knowledge workers with the ability to create knowledge, in order to mine and use their creativity.In recent years, "Central Plains Economic Zone" and joint development strategy of Beijing, Tianjin and Hebei province has brought new development opportunities for high-tech enterprises in Hebei province. But compared with the areas of high-tech industry concentration such as Beijing-Tianjin region, the eastern and southern coastal areas, the high-tech enterprises in Hebei province still have some gap on the new-knowledge generation workers management ideas and methods, the degree of area open, technology and other aspects of natural resources, the employment of graduates choose direction and orientation of employees choose to leave shows that these areas have much more attraction to the new-knowledge generation workers. With less incentives and attract to the new generation of knowledge workers, the high-tech kind of human capital is less and the higher rate of brain drain and other issues are more and more severe of high-tech enterprises in Hebei province. By analyzing incentive problems in the process of motivating the new-knowledge generation workers of the high-tech enterprises with different sizes, nature and industries in Hebei province, the paper builds motivation factor model, studys on the motivators that effect the new-knowledge generation workers much more by factor analysis, and as a basis for proposing the effective incentive measures to this kind of workers for the high-tech enterprises in Hebei Province.
