Regional carbon- oxygen balance development is of great significance to human survival, oxygen is a fundamental to the survival of human, The oxygen is required by human at every moment of life; Carbon dioxide is a greenhouse gas, carbon dioxide content of the atmosphere improved, will lead to global climate change warm, bringing the greenhouse effect, and ultimately lead to serious consequences. People gradually realized by adjusting the land use structure, the number of sites to ensure ecological, is an effective measure to atmospheric carbon dioxide and oxygen content at a reasonable range.In this paper, Sichuan Province as the study area, linear programming model is proposed to optimize land use structure based on the analysis of domestic and international land use structure optimization method, and details the principles of carbon and oxygen balance method, and apply it to the land use structure optimization ideas, feasibility. Firstly, the future of human activities release carbon oxygen consumption in Sichuan province is estimated to predict the number of ecological land to reach equilibrium under conditions of carbon and oxygen, as a significant constraint, combined with other constraints, constructed with the best value for money for land linear programming model to optimize the use of the structure.The results show that land use structure optimization and adjustment to ensure the carbon balance under the specific target area to promote the province’s economy rapid and healthy development. Specific conclusions:(1) 2020, Sichuan standard ecological land reached 14,266,600 hectares, compared with 2008 increased by 1,465,600 hectares, an increase of 11.45%;(2) 2020, Sichuan Province reached the annual carbon sequestration 129,112,700 tons, release oxygen to reach 344,253,100 tons, carbon sequestration to meet the demand for low-carbon economic development of Sichuan 113,354,500 tons of carbon sequestration, and release oxygen slightly less than 353,914,900 tons of Sichuan province’s demand for oxygen;(3) protection of the land use structure optimization and rapid development of the regional economy, the economic benefits are expected in 2020 will reach 4.145781 trillion yuan in Sichuan Province, in 2008, compared with an increase of 365.95 percent, with an average annual growth rate of 11.42%.For the optimal results, we recommend that in the future land management process to strengthen the water, forest and soil protection; intensive use of land, improve land use efficiency; vigorously develop the recycling industry to reduce the high energy-consuming industries, build a green industrial system; establish and improve the land information systems, improving land use scientific; strengthen the rule of law, protection of ecological land is not destroyed; foster environmental awareness, land use process, focusing on the coordination of economic, social and ecological benefits of unity.The introduction of carbon and oxygen balance provincial jurisdictions land use structure optimization study is a new attempt. In this paper, based on linear programming model, focusing on the region can be achieved under the conditions of carbon and oxygen balanced, to achieve the objective of maximizing the economic benefits of land use structure for future research have a certain reference value.
